A soldier from Los Angeles blamed the combination of dangerous deployments and the gloom and gray that units encounter when they return to this sprawling military base in the often cloudy Pacific Northwest

"A private from Michigan said it was not the weather, just the war. He said he was getting out of the Army for good next week, after being demoted, and that he planned to spend the foreseeable future smoking dope in Amsterdam. Another soldier said his superiors challenged his diagnosis of post-traumatic stress disorder; his case was one of hundreds that have been challenged.

This base, the largest on the West Coast, with more than 40,000 soldiers and airmen and women, has become accustomed to scrutiny during a decade of war, even to sweeping generalizations that it is somehow more flawed than other major installations. It has a controversial record of handling mental health issues, high rates of suicide, domestic violence and homicides committed by its soldiers, the most notorious of which were carried out by a rogue unit known as the “kill team” that staged combat situations to murder three Afghan civilians in 2010.

Questions have only increased since Sunday, when a Lewis-McChord soldier was accused of killing at least 16 Afghan civilians, including 9 children, in an assassination-style ambush. Early reports have said that the soldier, who is in custody but has not been identified, previously suffered a form of traumatic brain injury in a vehicle crash."

In what is yet another set of disturbing allegations involving a soldier from Washington state's Joint Base Lewis-McChord, an army lieutenant colonel is accused of threatening to hire a hitman to commit murders while also allegedly making threats to blow up the state Capitol

"Lt. Col Robert Underwood, 46, is a decorated soldier with two bronze stars from tours in Iraq and Afghanistan who had just arrived at the base two months ago from a post in Italy.

In the midst of a bitter divorce, police said the army officer threatened to hire a hit man for $150,000 to kill his wife and a fellow officer, joint Base Lewis-McChord (JBLM), already known for having a troubled and violent history, is also the home base for the American soldier suspected of murdering 16 Afghan civilians

-- including women and children -- in an apparently unprovoked killing spree over the weekend in Afghanistan."

An earthquake with a preliminary magnitude of 6.1 hit east of Tokyo on Wednesday

"no tsunami warning was issued and there were no initial reports of damage or troubles at area nuclear plants, the Japan Meteorological Agency and local media said."

A strong earthquake has struck about 110 miles east of Kandrian in the Asian island nation of Papua New Guinea

"The U.S. Geological Survey says the magnitude-6.4 quake struck Thursday morning local time about 372 miles northeast of the capital, Port Moresby. The quake struck at a depth of 29 miles.

The region lies on the "Ring of Fire" — an arc of earthquake and volcanic zones that stretches around the Pacific Rim."
