GATES FIRST U.S. DEFENSE CHIEF TO VISIT PALESTINIANS

"Robert Gates on Friday became the first U.S. Defense Secretary to visit the West Bank, meeting Palestinian leaders keenly aware of every little nod to their hopes of achieving statehood, children in Ramallah stared as the long motorcade of U.S. cars wound through the streets of the city north of Jerusalem.

The answers to these and many other questions are unclear to U.S. nuclear scientists and policy experts, who say the quality and quantity of information coming out of Japan has left gaping holes in their understanding of the disaster nearly two weeks after it began.


At the same time, they say, the depth of the crisis has clearly been growing, judging by releases of radioactivity that by some measures have reached half the level of those released in the Chernobyl accident of 1986, according to new analysis by European and American scientists.


The public health concern is growing with news that the radiation has spread, leading to advisories on food and water. An Austrian meteorological institute, the Central Institute for Meteorology and Geodynamics, said this week that


Computer models showed the emissions of radioactive cesium from the plant might already amount to 50% of what was released from Chernobyl, and that releases of radioactive iodine could be 20% of the Chernobyl total.


"Confusion seems to be growing," Lyman said.


Edwin Lyman, a physicist with the Union of Concerned Scientists in Washington, said Thursday that his own modeling of the data had confirmed the Austrian analysis, suggesting that Japan might ultimately have to exclude humans from a large area and face a remediation effort more costly than thought.


It remains unclear whether there is an incident commander managing the day-to-day crisis and exactly who holds the authority for the operations at the plant.


Tepco officials have never said whether water poured onto the reactors and the pools of still-radioactive spent fuel are draining directly into the Pacific or flooding the sub-basements of the reactor buildings.


"We don't have an international mechanism to deal with a nuclear crisis," Meshkati said. "We are still in the same place we were all these years after Chernobyl."


On Wednesday, when black smoke was seen rising from one of the Fukushima reactors, U.S. scientists had to speculate about whether it was coming from a motor that caught fire or a reactor that was sending up radioactive particulates. 


The answer was not forthcoming from sources in Japan."

"The contaminated water had 10,000 times the amount of radiation as would be found in water circulating from a normally operating reactor," said Hidehiko Nishiyama, a spokesman for Japan's nuclear safety agency"

Nishiyama said it was unlikely that the reactor had cracked, but conceded that the unusually high levels of radiation appeared to have originated from its core."

"The source of the radiation seems to be the reactor core," said Nuclear and Industrial Safety Agency official Hidehiko Nishiyama. It is "more likely" that the radiation was from the core than from the spent fuel pool, he said"

The two hospitalized workers received a dose of 170 to 180 millisieverts of radiation, officials said. The average American, by comparison, is exposed to 6.2 millisieverts of radiation a year from natural sources, according to the U.S. Environmental Protection Agency."

"The reactor, the No. 3 unit, is the only one to use plutonium in its fuel mix which is more toxic than the uranium used in the other reactors"

The plant's operator, Tokyo Electric Power Co (TEPCO), and the state nuclear safety agency said late on Friday similarly contaminated water had been found at the turbine building of the No. 1 reactor."

Fears are growing as more signs of radioactive contamination have been found in vegetables, fish, milk and water supplies. Australia, Singapore, Hong Kong, the Philippines, Canada and Russia have banned some foods imported from Japan."

The quake is now considered Japan's deadliest natural disaster since the 1923 Great Kanto Earthquake that claimed the lives of more than 142,000 people."
