Attacks in Iraq kill 4, including two children

"Gun and bomb attacks in Iraq on Saturday killed four people, including two children, and wounded a soldier, security officials said.

Two children, one six and the other 10, were killed by an improvised explosive device (IED) on a chicken farm in Al-Hashamiyat, 10 kilometres (six miles) west of Baquba, an official in the Baquba Operations Command said.

The bomb was presumably meant to kill the children's father, a member of the anti-Al-Qaeda Sahwa militia, the official added.

Another IED targeted an Iraqi army patrol in Muqdadiya, also in Diyala province, killing one Iraqi soldier and wounding another, the official said.

And a guard was killed when gunmen opened fire on the convoy of Brigadier General Hatem Ismail, a top security official in the premier's office, in Taji north of the capital"

Al-Sadr calls on Iraqis 'to resist

"Muqtada al-Sadr, the Iraqi Shia Muslim religious leader, has called on his followers to resist the "occupiers" of Iraq.

In his first public address since returning from self-imposed exile, he called on the newly formed government to make sure all US forces left Iraq by the end of the year as planned.

"We are still resisting the occupation through armed, cultural and all kinds of resistance, so repeat after me: no, no to occupiers,"

al-Sadr told a crowd of thousands outside his ancestral home in Najaf on Saturday.

"Yes, yes for Muqtada! Yes, yes for the leader!" the crowd shouted, waving Iraqi flags and al-Sadr's pictures.

A security agreement between Washington and Baghdad requires all US forces to be out of Iraq by the end of the year, but officials in both countries have admitted that security forces are not yet ready to protect Iraq's borders from possible invasion.

Al Jazeera's Jane Arraf in Baghdad said that al-Sadr's message specified ending the occupation as a key goal.

"He made clear reference to fighting them [the US forces] with all means necessary ... but he also made clear that this is a more disciplined Sadr organisation"

"He said breaches would not be tolerated and that Iraqis would not assassinate Iraqis ... altogether a much more determined, perhaps a more disciplined Muqtada al-Sadr."

"Let the whole world hear that we reject America. No, no to the occupier," al-Sadr said during his 35-minute speech in Najaf"

A Shiite holy city about 100 miles (160 kilometers) south of Baghdad. "We don't kill Iraqis — our hands do not kill Iraqis. But we target only the occupier with all the means of resistance."

"All of us are servants of Sayed Muqtada," they wailed, surging forward in wave after violent wave, thrusting up Iraqi pennants and pictures of their hero, who has inspired a fervor and passion witnessed for few leaders in the new Iraq"

His Sadr organization and its Mahdi Army militia had emerged in 2003 as a champion of the Shiite poor from Baghdad to Basra, and he had waged two uprisings against U.S. forces in 2004 that even armed Sunni groups embraced"

"We are with it, not against it,” he said, speaking forcefully and deliberately, with a confidence he once lacked. “The government is new, and we have to open the way for it to prove it will serve Iraq’s people.”

The crowd, rowdy and at times ecstatic, answered Mr. Sadr with chants of fealty. Some cried uncontrollably. Others, dangling from electricity pylons, thrust their fists into the air.

“Yes, yes, to His Excellency, the leader!” they shouted."

The scion of one of Iraq’s most prominent religious families, who inherited a grass-roots movement founded by his revered father in the 1990s, Mr. Sadr, now grayer, is perhaps the sole national figure who can compete with the prominence of Prime Minister Nuri Kamal al-Maliki. So far, their relationship has proved tumultuous, from allies to enemies to allies again, and Mr. Sadr’s speech outlined the pivots on which their relationship might turn.

Iran ups stock of slightly higher enriched uranium

"Iran has increased its stockpile of uranium enriched to higher levels, the country's nuclear chief said Saturday, in defiance of U.N. demands to halt the program.

Vice President Ali Akbar Salehi also said Iran has built a plant to make nuclear fuel plates and rods in Isfahan. That would allow Iran to produce its own reactor fuel and give it more leverage against the West"

"We have built an advanced manufacturing unit in the Isfahan site for the fuel plates"

Salehi, who is also acting foreign minister, told Fars news agency in what was said to be an exclusive interview.

"A grand transformation has taken place in the production of (nuclear) plates and rods. With the completion of the unit in Isfahan, we are one of the few countries which can produce fuel rods and fuel plates."

Salehi said it was the Western policies towards the Islamic republic which had propelled its nuclear achievements, including the making of nuclear plates and rods.

"This is in fact because of West's actions that we came to this point," he said.

"What we say is based on reality and truth. There is no exaggeration or deception in our work. It is them who do not want to believe that Iran has no intention, but to obtain nuclear technology for peaceful purposes."

The West led by the United States suspects that Iran's nuclear programme masks a weapons drive, a charge Tehran vehemently denies"

"We are hopeful to witness in the course of the first half of next (Iranian) year (which starts March 21) the injection of the first 20 percent (enriched uranium) batch of Iranian-produced fuel to the Tehran nuclear research facility," Salehi said.

Salehi said it was set to make both the fuel "plates," used in the Tehran reactor, and nuclear fuel rods, which are used in power stations, in the central Iranian city of Isfahan

"A breakthrough was made in the connection to the production of fuel rods and plates and with the completion of this plant at Isfahan we are among the few countries able to produce both of them"

Israel and the Iranian Nuclear Timetable

"It is a matter of timing. Israeli policymakers would prefer a U.S. military strike on Iran over an Israeli strike, because given U.S. capabilities it would be more operationally feasible and effective. But Israelis do not see this happening under the current U.S. administration.

So they already are looking ahead to January 2013 and a hoped-for new administration that would be more to their liking and more likely to do Israel's bidding. Israel is saving more of its rhetorical and lobbying ammunition on the Iranian nuclear issue for when it is most likely to have the desired effect, a couple of years from now.

In the meantime, the toning down of the alarmism makes sense because it avoids a cry wolf effect and will heighten the impact when, at a more propitious time in the future, the alarm is cranked back up again"

Murder most foul

"So it is natural that when things go out of balance in Lebanon, Damascus will exert coercive force, either directly or through a surrogate. Few doubt that this is what happened on Valentine’s Day, 2005, when Lebanon’s former Prime Minister Rafiq Hariri was blown up in Beirut by a car bomb, along with most of his armored motorcade.

State-sponsored assassination and terror are not uncommon. Most governments will practice them if they sense a tipping point or an opportunity, and believe their role will be sufficiently masked. The Russian government must have believed that when a person it now disclaims put polonium in the tea of the rogue ex-FSB agent Litvinenko in London three years ago. Apparently so did Israel’s Mossad before amateur clumsiness exposed its murder of a Hamas agent last year in a luxury Gulf hotel. In those assassinations, of course, both of the victims were themselves veteran practitioners of the black arts."
